What is there to gain from a common energy policy?

Many potential gains; some potential losses. It depends on the purposes of
(and the interests steering) the development and implementation of such a
common policy.

Also: Energy policy should not be pursued in isolation, but needs to be
linked to the low carbon energy transition and other societal goals such as
economic/industrial regeneration. And, low carbon energy is not just about
low carbon electricity supply, but also about using electricity to
decarbonise heating, transport, industry, etc.

What are the political, technical and economical hurdles, challenges and transformations for such a policy?
